Can Şimşek

Can is a lawyer and policy researcher specialised in the governance of emerging technologies, with a particular focus on artificial intelligence (AI). He is currently serving as an external consultant for UNESCO, where he focuses on implementing the UNESCO Recommendations on the Ethics of AI and contributes as a member of the lead expert team conducting the readiness assessment methodology process in the Republic of Türkiye.

Can’s research areas encompass AI governance, algorithmic transparency, human oversight, AI Ethics, personal data protection and the application of international human rights law and international humanitarian law in the context of cutting-edge technologies.

Can’s prior experience includes teaching a master’s course titled ‘Legal Challenges in Data Analytics’ at PSL Dauphine University and working for the Digital Governance and Sovereignty Chair of the Paris Institute of Political Studies (Sciences Po). He holds an LL.M. from the University of Copenhagen and an MPP in Digitalization, new technologies and public policy from Sciences Po. He is a member of the Istanbul Bar Association.
